Job description
Our people come first at NavInfo Europe. We are looking for a proactive, and hands-on HR Operations Manager who owns HR end-to-end in an international, informal, and high-tech environment.
This is a standalone HR role. You do the strategy and the execution: one moment you advise the General Manager on a sensitive case, the next you coordinate payroll input or draft a contract. You bring structure, accuracy, and oversight, and you are comfortable keeping HR running on your own, with support from our office manager and external payroll/tax advisors where it counts.

Why we are looking for you
Our current HR Operations Manager leaves the organization per 1 September 2026. This is the long-term HR role for NavInfo Europe/Mapscape/SEEWAY.AI, so an earlier start is a plus. In the meantime, a temporary solution will be in place to provide a proper handover.
As the responsible HR manager, you will report to the General Manager and work closely with Finance, Office Management, IT, Quality, and external advisors such as international payroll, pension and tax advisors. Short lines, real ownership, clear communication.
What you will do
You own the full HR cycle for the organization:
Payroll & HR administration — coordinate monthly payroll input with Finance and external advisors (four-eyes principle); process contract, hours and role changes; keep personnel files accurate and GDPR-compliant in Exact Synergy.
Contracts & documents — draft, review and manage employment contracts, letters and other HR documentation.
Employee lifecycle — run recruitment coordination with hiring managers and agencies; own pre-boarding, onboarding, check-ins, offboarding and exit interviews.
International & compliance — support visa/IND, relocation and 30% ruling follow-up; coordinate sickness absence and reintegration with managers, Arbo service provider and case managers; support audits and updating the QMS.
Advice & insight — advise managers on employee relations, absence, performance and organizational topics; deliver HR reports (headcount, absence, turnover, payroll cost) and improve HR processes and templates.
Cross-functional partnership — deliver HR reporting and ad-hoc analysis (headcount, absence, turnover, employee costs, project/WBSO admin) for Finance, business teams and management, in line with the company reporting and financial calendar; keep HR processes and systems plugged into wider company workflows; own the HR scope in cross-functional and change initiatives.
The office manager supports operational tasks regarding onboarding logistics, offboarding checklists, visa document collection, relocation, and badge management, etc. — with your instructions, templates, and final HR checks, this can grow. Ownership stays with you.
Job requirements
What you bring
Must-haves
Several years as an HR Operations Manager, HR Advisor, HR Coordinator or senior HR Officer in the Netherlands.
Strong grasp of Dutch HR processes: employment documentation, payroll preparation, absence follow-up, employee lifecycle admin.
Experience with Sickness absence and reintegration cases conform ‘Wet Verbetering Poortwachter’.
Experience collaborating on multidisciplinary processes and projects with Finance, IT, Quality, payroll providers and/or external advisors.
Good practical understanding of Dutch employment law and applicable regulations in HR.
Accurate, consistent, confident with Excel for checks and reporting.
Dutch: fluent — required for Dutch authority’s communication and execution under Dutch employment law and applicable regulations in HR.
English: good business level — this is our company language for contracts and employee communication.
Living in the Netherlands, preferably within reasonable commuting distance of Eindhoven to come 3 days per week to the office.
Nice-to-haves
Experience working in Exact Synergy, Nmbrs and/or Recruitee.
Experience with (corporate) recruitment
Processing Visa/IND procedures and the 30% ruling applications as recognized sponsor.
Familiar with an international / tech / automotive / software / Brainport environment.
Driven by HR reporting, dashboards, Power BI and process improvement.
Skilled in utilizing AI tools from Microsoft, Anthropic, OpenAI, etc.

€55.000 – €70.000 gross per year (full-time, incl. holiday allowance and 13th month), depending on knowledge and experience.
